Governance developments
FIA Statutes Review Commission
In 2024, the FIA Statutes Review Commission proposed amendments to the FIA Statutes and Internal Regulations. Based on these proposals and suggestions from other experts, the General Assembly adopted the following amendments to the FIA Statutes and Internal Regulations, either during its Extraordinary General Assemblies’ meeting in Samarkand (Uzbekistan) in June 2024, or during its meeting in Kigali (Rwanda) in December 2024:
- Harmonisation of the rules on vacancies and the number of mandates;
- Clarifications regarding majority rules;
- Transformation of the specialised Commissions;
- Change of ACTAC’s name in the FIA Statutes;
- Introduction of a delegation in case of urgency;
- Clarifications regarding the Related Party Agreements;
- Distribution of rights between Full and Associate Members;
- Mandate of members who are no longer endorsed by the FIA Members which proposed their application;
- Mandate and election process regarding the FIA Courts;
- Change of Mobility Region for Belize;
- FIA Ethics Committee – functioning;
- Clarifications regarding the role of the FIA Audit Committee.
Nominations Committee
In 2024, the FIA Nominations Committee was tasked with reviewing the eligibility criteria of candidates to the following FIA bodies — whose composition in whole or in part was due to change over the course of the year:
- FIA Ethics Committee;
- FIA Anti-Doping Disciplinary Committee;
- FIA Audit Committee;
- Cost Cap Adjudication Panel.
Following the review of the FIA Nominations Committee, the General Assemblies have:
- elected the President and five other members of the FIA Ethics Committee;
- elected the President and two other members of the FIA Anti-Doping Disciplinary Committee;
- confirmed the election of the President and a member of the FIA Audit Committee; and
- elected six members of the Cost Cap Adjudication Panel.
In addition to these elections, the FIA Nominations Committee itself underwent a partial renewal with the World Councils and the Senate each electing one member to fill in the seats that were vacant as of 31 December 2024.
Other Areas
The FIA Legal Office continued to revise regulatory and governance measures around the Russian invasion of Ukraine. The Legal Office also monitored recommendations issued by the International Olympic Committee (IOC) around Russian and Belarussian athlete participation.
